P432 - Half Hourly CT Meter Change to Half Hourly

P432: Understanding the Changes and Their Impact on Your Business

Elexon, the regulatory body overseeing the UK electricity industry, has introduced a new modification known as P432.

Starting from 1st April 2024, all newly installed Current Transformer (CT) Advanced meters will need to be categorized as Half Hourly (HH) for settlement and billing purposes.

If your business currently uses Non-Half Hourly (NHH) CT meters, these will need to be upgraded to HH meters by March 2026.

In this article, we’ll break down what P432 is, why it’s being implemented, and what it means for your business. We’ll also address some common questions you may have.

What is P432?

P432 is a regulatory modification introduced by Elexon, designed to ensure that all Current Transformer (CT) Advanced meters are settled on a Half Hourly basis.

At Yorkshire Gas and Power, we’re here to support you through this transition. We’ll help you navigate any necessary administrative and procedural changes, including the shift to HH Meter operations and data services. If you have questions, feel free to reach out to us anytime.

Why is P432 Being Implemented?

CT Advanced Meters pose specific challenges in the transition to Market-wide Half Hourly Settlement (MHHS), which is why they are being addressed as a priority.

Converting NHH CT meters to HH before the broader MHHS implementation is crucial to ensuring that customers, suppliers, and their agents—including Yorkshire Gas and Power—have adequate time to manage any potential issues.

P432 Implementation Timeline

  • 1st April 2024:
All new CT meter connections must be settled on a Half Hourly basis.
  • 15th April 2024:
P432 requirements will apply to all existing NHH CT meters.
  • March 2026:
All NHH CT meters must be converted to Half Hourly settlement.

Which Meters are Affected by P432?

Any Non-Half Hourly CT meters your business uses will need to be reclassified to Half Hourly by March 2026. Additionally, any new CT connections made after 1st April 2024 must be settled on a Half Hourly basis.

How Do We Identify NHH CT Meters?

We rely on information provided by the Meter Operator to determine whether your meter is a NHH CT meter.

Will My Meter Need to Be Exchanged to Comply with P432?

Not necessarily.

In many cases, meters can be remotely reconfigured to begin collecting data on a Half Hourly basis instead of Non-Half Hourly. Since we already collect HH data from most of our NHH meters, this should be a straightforward transition. However, each meter is unique, and our team will provide guidance tailored to your specific situation. Although you’ll likely need an updated contract to reflect the half hourly costs.

Summary

P432 is a change initiated by Elexon to ensure all NHH CT meters are converted to HH, paving the way for the transition to Market-wide Half Hourly Settlement. The early implementation of P432 allows time to address any issues that might arise, helping to ensure that the wider MHHS rollout proceeds smoothly.
